The source code of htmldoc is GPLed so you can just download it, compile and run. There are precompiled binaries at Easy Software Products, but they cost money, so if you can compile by yourself you can have it for free.

If you are using Debian GNU/Linux (like me), you just need to do this:

$ apt-get install htmldoc

and use it! :-)

I think other Linux distributions also have it.
