BioPAX has a template for proposals to help people think about all issues that have been raised in previous proposals. http://biopaxwiki.org/cgi-bin/moin.cgi/ProposalTemplate

We could create a template for Cytoscape RFC's. This wiki software (MoinMoin) allows you to create page templates by creating a page with the word "Template" at the end of the title.

RFC can include proposed junit tests to be implemented which will test the implementation of the proposed api.
