The source code of [http://htmldoc.org/ htmldoc] is GPLed so you can just download it, compile and run. There are precompiled binaries at [http://www.easysw.com/htmldoc/ Easy Software Products], but they cost money, so if you can compile by yourself you can have it for free.

If you are using Debian GNU/Linux (like me), you just need to do this:

$ apt-get install htmldoc

and use it! :-)
