The DropTarget is only needed if the CytoscapeEditor is loaded, so we can redesign PhoebeCanvas to only add a drop target to itself if the CytoscapeEditor is active. PhoebeCanvas is going to need to change, anyway, since it currently is based upon Picolo's PCanvas class.
