We could create a template for Cytoscape RFC's.  This wiki software (MoinMoin) allows you to create page templates by creating a page with the word "Template" at the end of the title.

4. Adopt a Formal RFC Process for Each New Feature / Refactoring in Cytoscape 2.3

RFC can include proposed junit tests to be implemented which will test the implementation of the proposed api.
